Fuel Management


NSPA offers timely, cost-effective & high quality Aviation and Ground Petroleum, Oils and Lubricants (POL) support services to Nations, National and Multinational NATO Bodies/Agencies and multiple Partner Nations.

We provide a full scope of POL support services world-wide, including major operations like the Resolute Support (RS) mission in Afghanistan and KFOR's task forces in Kosovo.

The more recent operations Enhanced Forward Presence (eFP) and Very High Readiness Joint Task Forces (VJTF) under NATO's Defence & Deterrence activities have also been enabled by NSPA throughout Europe. Support included the actual area of operation, and routes from the major Sea Ports of Debarkation (SPODs) or Aerial Ports of Debarkation (APODs). The newly competed Global Access Services (GAS) with the new component of Flight Line Services and Auxiliary, to include CATO, TAS, catering, accommodation and transportation support will address all global requirements for military aircraft in transit or during exercises.

All fuel activities can be monitored through the NATO Fuel Monitoring System (NFMS), allowing accurate billing of sub- or embedded nations, including real-time status on fuel storage and deliveries.

A dedicated quality team ensures that every service delivered is in accordance with the most stringent standard applicable.

NSPA manages contracts that:

  • Procure, Supply of Fuel and associated products
  • Manage Bulk Fuel installations (expeditionary and/or permanent
  • Manage Fuel distribution (Flight Line, Retail, Bulk)
  • Provide automated stock monitoring and transaction administration to fuel operations
  • Deliver Product and Quality Assurance
  • Manage project finance (billing, invoicing) with link to national SAP systems
  • Design, Build and Inspect Fuel Infrastructure and Equipment

NSPA manages projects in different national, multinational and operational environments with benefits to customers:

  • Single Point of Contact for multiple customers and serve as the contractor integrator for single or complex services contracts.
  • Shortens and stream lines supply chains / lines of Communications
  • Reduce the logistics footprint when it is needed
  • Collective Responsibility allows for nations to pay for what they use
  • Collective responsibility consistent with NATO AJP 4.7
  • Assists in de-conflicting LOCS and reduces competition among nations
  • Risk (operational and financial) is spread across the multinational effort
  • Cost decreases as nations become stakeholders
