Paul Hammond joined the Agency in July 2017 as the Chief of Staff following 35 years service in the Royal Navy, leaving in the rank of Commodore. He is responsible for the overall co-ordination of the NSPA HQ, ensuring effective and efficient operation, resource and performance management; he deputizes for the General Manager.
An experienced Portfolio Director, Programme Head and Project Manager, he has provided sustained delivery in demanding materiel and logistic appointments across the maritime, air, land environments, and in every stage of the materiel life cycle. Paul has held command and sub unit command throughout his career.
He served in the Chief of Staff role for the Maritime Domain in the UK MoD Equipment and Support Organisation from 2012 to 2015. Responsible for co-ordinating strategic deliverables, he led operational support, customer relations with the front line including 'smart contracting' and command level organisational transformation. He set up the first Maritime Portfolio Office to ensure efficient management of this complex domain.
Prior to joining NSPA, Paul Hammond served as the Programme Director of the New SHAPE HQ, from 2015 to 2017. His NATO ACO and NSIP experience, from capability management through to infrastructure requirements, along with strong ACT liaison, map directly on to NSPA's business.
Before 2012, Paul was the Royal Navy's Chief Aviation Engineer, with leadership of airworthiness, Urgent Operational Requirements and materiel programming. As the Harrier Team Leader he delivered a significant proportion of the UK's Fast Jet materiel capability. Equally, he has led the UK's joint aviation support organisation, providing 24/7 coverage worldwide to 30 aircraft types. His career included the Storm Shadow Team Leader, delivering an operationally proven deep strike cruise missile capability to UK and Italy. As the Engineering Commander for the largest helicopter base in Western Europe with joint depot level repair, he has considerable operational logistic experience.
Mr Hammond has an Honours Degree in Engineering and an MSc in Guided Weapons Systems. More recently, he undertook the Royal College of Defence Studies, the UK's senior staff course, gaining an MA in International Security and Strategy from King's College.
Paul is married to Nicola. Their three adult children have busy lives in the UK, having graduated. His sporting interests include golf, scuba diving and snow skiing.
